THIS WEEK'S REAL ESTATE NEWS:

The National Association of Home Builders/Wells Fargo housing market index fell two points in July to 14. Economists had anticipated a reading of 16. It was the lowest reading since April 2009. An index reading below 50 indicates negative sentiment about the housing market.

The combined construction of new single-family homes and apartments in June fell 5% to a seasonally adjusted annual rate of 549,000 units. Applications for new building permits, seen as an indicator of future activity, rose 2.1% to an annual rate of 586,000 units.

The Mortgage Bankers Association said its seasonally adjusted composite index of mortgage applications for the week ending July 16 increased 7.6%. Refinancing applications rose 8.6%. Purchase volume rose 3.4%.

Existing home sales fell 5.1% in June to a seasonally adjusted annual rate of 5.37 million units from 5.66 million units in May. The inventory of unsold homes on the market increased 2.5% to 3.99 million, an 8.9-month supply at the current sales pace, up from an 8.3-month supply in May.

2nd Quarter Sales Results Posted By the Westchester-Putnam Board of Realtors

The Westchester and Putnam County real estate market experienced its third consecutive, post-recession, year-to-year increase in volume in the second quarter of 2010. Realtor firms participating in the Westchester-Putnam Multiple Listing Service, Inc. reported a total of 2,073 closed transactions in Westchester County, a 69% increase over last year’s second quarter level.

On a seasonally adjusted basis, the second quarter sales in Westchester ran at a rate of about 8,200 units per year, a 20% increase over the first quarter rate. That level of sales was characteristic of the period from 1996 to1997 which was very strong but still a half-dozen years away from the market peak of 2002 to 2006.

Volume surged in response to the federal tax credit program that required the contracts for eligible transactions to be signed by April 30 and closed by June 30. (The recent extension to September 30 for closings had little to no effect on transactions in progress during the second quarter.) It must also be noted that sales volumes during the first half of 2009 were exceptionally low and that almost any increase in sales would have yielded notable percentage calculations. Still, there was more than enough overall momentum in the second quarter to support a view that an intrinsic recovery was rooted then that did not depend entirely on the stimulus program. Low mortgage interest rates and moderate price reductions also brought purchasers to the closing table.

Condominium and co-operative unit sales were bulked up by a fairly significant across-the-board price relaxation. The median sale price of a Westchester condo - $352,250 – was 6% less than in 2009. The co-op unit median of $169,500 was 5% less. These are the categories that are the most affordable to first time buyers and would have been most likely to have benefited from the tax credit program.

Single-family house prices, on the other hand, experienced an 8% price increase, from $565,000 in 2009 to $607,500 in the second quarter of 2010. However, nearly half of that increase was attributable to the expanding market share of the high-end, $1 million-plus sector that accounted for 20% of all house sales during the second quarter. That figure was 18% in the first quarter of 2010 and 17% in the second quarter of 2009. Percentages in excess of 28% were common during the peak pre-recession quarters. But setting aside the million dollar properties, the median sale price of a Westchester house was $530,000 this past quarter, a 4% increase over the $507,250 median in 2009, indicating that pricing as a whole is slowing trending upwards.

THIS WEEK'S REAL ESTATE NEWS YOU CAN USE:

The Standard & Poor's/Case-Shiller 20-city housing price index — on a seasonally adjusted basis — rose 0.8% in April after a 0.1% decline in March. The Mortgage Bankers Association said its seasonally adjusted composite index of mortgage applications for the week ending June 25 increased 8.8%. Refinancing applications rose 12.6%. Purchase volume fell 3.3%. The National Association of Realtors reported that its pending home sales index, a forward-looking indicator based on signed contracts, fell 30% in May after a revised 6% increase in April.

Statewide sales of existing single-family homes in New York State increased nearly 5 percent in May from April and nearly 13 percent compared to May 2009, according to preliminary single-family sales data accumulated by the New York State Association of REALTORS. The statewide median sales price also rose by more than 8 percent compared to May 2009. New York REALTORS sold 6,545 existing single-family homes in New York State during May 2010, a 12.8 percent increase compared to the May 2009 sales total of 5,801. May sales also increased from April 2010 when 6,285 homes were sold. The May 2010 median sales price in New York State of $194,900 increased 8.3 percent compared to the May 2009 median of $180,000, and increased by 1 percent from the April 2010 median of $193,000.

Homebuyer Credit Closing Date Extended!

Congress passed an extension of the closing deadline for the Homebuyer Tax Credit, the Homebuyer Assistance and Improvement Act (H.R. 5623). The extension applies only to transactions that have ratified contracts in place as of April 30, 2010, that have not yet closed. The legislation is designed to create a seamless extension; the new closing deadline for eligible transactions is now September 30, 2010. There will be no gap between June 30 and the date the President signs the bill into law. Extending the tax credit closing deadline will help provide additional stability to real estate markets across the nation.

Homebuyer Tax Credit May Be Extended!

The Senate has passed a bill to give homebuyers another three months to close on their homes and receive tax credits up to $8,000. The Tax Extenders Bill would apply to homebuyers who met the April 30, 2010 deadline with a signed contract to purchase a new or existing primary residence. The amendment would extend the deadline to September 30, 2010 for homebuyers to close on their real estate transaction. The previous deadline was June 30, 2010. The bill now goes to the House of Representatives, where it is expected to pass.

The National Association of Realtors estimates that as many as 180,000 homebuyers have qualified for the tax credit and met the contract deadline of April 30, 2010, but might not be able to close their transaction by the June 30, 2010 deadline due to the sheer volume of loan applications in the pipeline.
